This is perfectly normal and usually because the runner has been rolled up tightly post-crafting. This can easily be rectified with a few simple steps. Firstly try “reverse rolling” – essentially rolling the runner the other way and leave the striped runner rug like this for a couple of days. This should encourage the hallway runner to lay flat.
